Civil and Public Works Scheduling

Pay estimates that do not wait on the schedule, weather days recorded the month they happen, and a baseline built to the section the agency reviewer checks. Primavera P6 construction scheduling for civil general contractors: landfills, utilities, water and wastewater, site work and roads. CPM Pros builds the baseline your agency specification requires, revises it until the agency accepts it, and runs the monthly updates through closeout.

How We Build a Civil Schedule

Built around the work.
Ready for what interrupts it.

Quantities, crews and production rates
Excavation, embankment, pipe, base and paving durations come from your bid quantities and the production rates your crews actually hit. Each monthly update compares quantities installed against plan, so a production shortfall shows while there is still time to add a crew or a shift.
Phasing, staging and traffic control
The schedule follows your staging plan: traffic switches, lane-closure limits, detours, interim completion dates and any incentive or disincentive milestones. Each stage's work is tied to the switch that opens it.
Utilities, right-of-way and railroads
Third-party utility relocations, potholing, parcel availability and railroad flagging each get their own activities and a named responsible party. When one runs late, the schedule shows who held the work.
Submittals, testing and hold points
Mix designs, working drawings, density tests, proof rolls and agency inspections are predecessors to the work they release. On landfill cells that includes CQA subgrade approval, liner deployment and seam testing.
Weather, seasons and permit windows
These affect the work rather than define it. Calendars carry the contract's weather allowance, paving and concrete temperature limits, winter shutdown and in-water work windows. Each update records the days actually lost and, on working-day contracts, reconciles them with the inspector's weekly statement.
Built to the agency's specification
County, state DOT and federal specifications set activity limits, coding, cost loading by bid item and narrative format. The baseline is built to the section the reviewer will check it against, and updates line up with your pay estimate cycle when payment waits on an accepted update.

Questions Civil GCs Ask
Do you schedule civil work for small and mid-size general contractors?

Yes, including landfill work for a civil GC. We build the baseline the agency specification requires, revise it until it is accepted, and run the monthly updates and narratives through closeout, remotely, so you do not need a scheduler or a Primavera P6 license on staff.

How do you handle weather days on a civil job?

Earthwork, paving and liner work run on calendars that carry the contract's normal weather allowance and seasonal limits. Each monthly update records the days actually lost, and on working-day contracts we reconcile them with the inspector's weekly statement. When weather exceeds the allowance, the time extension request is already supported by the schedule record. More in weather days on civil jobs.

What do county and state agencies usually require in the schedule?

It varies by agency, so we read the specification before we quote. Most require a Primavera P6 baseline within a set number of days after notice to proceed, limits on activity durations and constraints, specific activity coding, monthly updates with a written narrative, and time impact analysis for changes. Federal and DOT jobs often add cost loading by bid item.

Do you need to visit the site?

No. We work from the contract documents, drawings, your quantities and production rates, and the progress your superintendent reports each month. Photos and daily reports help, but the work is delivered fully remote to GCs anywhere in the US.

We are a civil subcontractor under a GC. Do you work for us?

Yes. We review the GC's schedule from your side, keep your own scope schedule, and document late site access, weather beyond the allowance and permit windows month by month. Send the GC's schedule PDF and your subcontract for a written quote.
