Every capital program arrives with a schedule and a promise. The schedule is 8,000 activities, 40,000 logic ties, three baselines, six calendars, a WBS nested four levels deep, and a printable Gantt chart that wraps around the conference room twice. The promise is a specific finish date.
Somewhere between those two things sits the truth. The job of an owner's representative is to find it. Fast.
In my experience, OPMs are not short on skill. They are short on time. The average owner's rep on a mid-sized capital program is simultaneously tracking contractor performance across a dozen packages, fielding RFIs, handling change management, coordinating stakeholder reviews, and answering direct questions from ownership about a forecast finish they're expected to defend. When the P6 update lands in their inbox, they have maybe 90 minutes to read a document that took three people two weeks to build.
This is not a failure of capability. It's a structural reality of modern capital delivery. And it's the reason risks get buried.
Contractors and their schedulers are not, as a rule, trying to hide things. Most of what gets buried gets buried by methodology drift: assumptions that seemed reasonable at time of baseline, P6 habits that accumulated over a 15-year career, or an update cycle that stopped interrogating itself somewhere around month four. Buried risk is rarely a conspiracy. It's a byproduct of a tool built for specialists being handled by generalists under deadline.
What follows is a practical catalog: twelve patterns that consistently hide risk inside schedules that otherwise pass visual inspection. These are the things a focused, specialist review surfaces — and the reason owner's reps who lean on independent schedule analysis tend to look prescient to ownership six months later.
How Buried Risk Surfaces Over Time
The problem with schedule risk is that it behaves nothing like cost risk. A budget overrun shows up on the monthly cost report. A schedule risk can live quietly inside the network for months, distorting float, masking the true critical path, and then surfacing as a six-week delay on the activity that was supposed to be the easy part.
By the time it's visible to ownership, it's already terminal.
The 12 Patterns
1. Float that is mathematically impossible
Some activities show 80 days of total float when the underlying logic cannot possibly support it. This usually means a redundant soft-logic tie somewhere in the network is absorbing constraint — creating "phantom float" that evaporates the moment real delays propagate. A schedule with systemic phantom float will look comfortable right up until the day it collapses.
2. Long-duration activities with zero sub-logic
A 120-day activity called "Electrical Rough-In" with no predecessors or successors inside it is not a schedule activity. It's a placeholder. These hammocks hide the true critical path and prevent any meaningful variance analysis. When the activity slips, nobody can tell you why, because the schedule never tracked its component pieces.
3. Missing predecessors on high-consequence activities
Every P6 user knows activities should have logic on both sides. Almost every schedule of meaningful size has at least one critical activity with a missing predecessor — usually because a restructure or fragnet insertion broke a link and nobody noticed. The DCMA 14-point check catches some of these. It does not catch all of them.
4. Constraint-driven dates masquerading as logic-driven dates
An activity with a "Start No Earlier Than" constraint looks identical on a Gantt chart to an activity that starts on that date because of its logic. The difference matters enormously: constrained dates lie to the network. When upstream slips, the constrained activity doesn't move — so downstream activities appear unaffected even though the work physically cannot happen.
5. Calendar mismatches at handoff points
Civil crew on a six-day calendar hands off to an electrical crew on a five-day calendar. P6 will silently accommodate this, but the float calculations on either side of the handoff become subtly wrong. On a program with 15 calendars (not uncommon on a hospital or data center campus), calendar drift alone can corrupt an entire critical path analysis.
6. Optimistic durations on work the scheduler has never sequenced before
First-of-kind work — first time that specific contractor has done commissioning on a modular prefab structure, first time the MEP sub has tied into that specific switchgear vendor's configuration — tends to carry durations cribbed from the last (different) project. The baseline looks reasonable. The execution isn't.
7. Hammocks that tie to the wrong milestones
Summary-level hammock activities exist to give leadership a clean view. When a hammock's logic references the wrong successor milestone, it floats independently of the work it's supposed to represent. Leadership thinks the summary is tracking. The summary is tracking something else entirely.
8. Procurement activities disconnected from installation
An 18-week switchgear procurement shows a delivery date in October. The installation activity shows a start date in September. Neither has a direct logical tie to the other. This is the single most common pattern behind long-lead equipment delays. The schedule looks coordinated. The procurement team is reading a different calendar than the field team.
9. Resource-loading that doesn't match crew realities
The baseline shows 40 electricians for 18 weeks. The contractor has 25 qualified electricians on payroll and no realistic path to 40. The math says "achievable." The labor market says otherwise. This one isn't hiding — it's just never questioned, because schedulers and resource planners often operate in different silos.
10. Too many activities on the critical path (and near-critical path)
A healthy large project has a critical path of 200-400 activities. When a 10,000-activity schedule shows 1,800 critical and near-critical activities, the schedule is telling you that small variances anywhere will move the finish. That's not a schedule — that's a tripwire. It also makes forensic analysis after the fact nearly impossible to defend.
11. Baseline dates "reset" mid-project without formal change
Every so often, a baseline quietly gets updated to match an early revision, making a delayed activity suddenly appear on-time. This can happen from a tool error, a re-baseline that wasn't documented, or a simple copy-paste of "data date" into "baseline start." Once the baseline is wrong, variance analysis is wrong. And nobody notices because variance now looks clean.
12. Commissioning and closeout compressed into an impossibly clean block
On vertical construction especially, the last 60-90 days of the schedule tend to be a monolithic block of commissioning, inspection, and closeout that nobody has ever seen executed at the density the schedule implies. I've seen hyperscale data center schedules that required seven simultaneous trades working in the same electrical room during the last four weeks. Physically impossible. Visually, it looked fine.
How Owner's Reps Use This
The pattern that actually matters: these twelve items are cumulative. A single instance of one of them is a conversation with the contractor. Five of them on one baseline is a pattern of methodology drift that predicts claims, disputes, or schedule recovery efforts within six months. An owner's rep who can identify that pattern early has real leverage. They can negotiate a cleaner baseline, require re-sequencing, insist on procurement-to-installation ties, or simply make ownership aware of the downstream risk profile — giving leadership time to react instead of react-and-claim.
That's not a criticism of GCs. The best contractors we work with appreciate an independent technical review because it surfaces problems they'd rather fix in month two than defend in month fourteen. The schedulers at those firms are professionals juggling as much as the OPMs are. An extra set of specialist eyes does for them what a structural peer review does for the engineer of record — it catches the one thing that got away in the noise.
Getting to "Clean" Without Slowing Down the Program
A full schedule peer review typically runs three to five business days for a baseline of up to 5,000 activities. For larger programs it can extend to a week or two. That's a one-time cost, usually well under six figures even on very large programs, against a risk exposure that routinely runs into eight or nine figures when it's discovered late.
The ratio tends to sort itself out pretty quickly when ownership does the math.

By the time you need a lot of it, you're not buying analysis anymore — you're buying forensics and legal support.
Most owner's reps figure this out on the second or third program. The smart ones figure it out on the first.
